The issues that have come up in the BWCA are all because of the disagreements on the rights and responsibilities of people. Loggers thought they had the right to log, miners thought they had the right to mine, motor users thought they had the right to travel freely, and property owners thought they had the right to own property in the BWCA. Where preservationists thought everyone had the responsibility to protect the beautiful BWCA. The 1978 Act decided the BWCA should be protected.
